Usually it is bec...That has happened to me as well! Usually it is because my mascara has gotten old, or I need to clean the applicator, or sometimes I have applied to much. I find that if I use less or just one coat it doesn't smear as bad and I also use a q-tip and lightly dab my lashes to remove any excess mascara as well.
